No surprise. That place has been a 3rd world chithole for generations. Way back in the 80’s when I was in the USCG we went there frequently to repatriate the Haitians we interdicted in the Windward Passage.

You know it’s a chithole when people will cram themselves shoulder to shoulder, knee to back in homemade sailboats with water lapping over the gunwales that would easily sink in seas greater than 2 feet to escape machete wielding Tonton Macoutes.

You are missing out on all the positives. Let me 'esplain.

There is no colonialism going on, Therefore, they have these valuable traits:
-No persky infastructure, modern technologies, or high functioning adminisrative systems. These are all things associated with colonialism.

They are living in a nearly all black society. There are no white overloards to keep them down.

Also, no fear of gentrification. So for these reasons and many others, the future looks .... errrr. Dark!
