This in my opinion is grossly oversimplified. That would imply that there is single headwater from which a river flows collecting more volume from its tributaries until empties in a large body of water.

I think a more accurate description would be a vast network of different sized ponds interconnected by an unknown quantity of large perpetually operating pumps that for some reason none of their in/off switches function. Each of these pumps have massive networks of discharge manifolds that enable any pump to discharge into any of theses ponds. The size of the pond and the diameter of the corresponding discharge line is specified by one’s relative ability to effectively in shadows while appearing in the public view.
