After two years and Many FOIA's on topics related... the City Council and I have reched an Agreement on Cleaning out the Old Skeletons of the Past Documented Infractions of decades old BS and they say they're willing to work with me to clean $hit up and Transparent Government moving forward?
since then, these past two weeks have been nothing but the opposite as I await patently.
Begging of My Rebuttal in Special Meeting Called on Feb. 20, 2023 (I Blew their entire Land Use Plan and City Zoning Ordenence out of the Water with my findings on rezoning two parcels that did not meet criteria for General Commercial. one Partial was walked through the zoning and Council with the Mayor and Zoning Board Commissioner so the Previous Mayor could profit off the land. AND DID.
second Partial was a sitting alderman and the said Zoning Commissioner walking the Aldermans land through rezoning to CG so he could Sell the Land. AND DID.
I showed them the pattern of All previos and active zoning board members/city council members or family of have all had special treatment since zoning board was inacted in June 16, 1992 for this city. anyone else was shot down on rezoning and many packed up and left this city,

My Final "For The Record" response to Rezoning

For The Record City Waverly IL.
Rebuttal final to rezoning our property from RM/ Multi Family to CG General Commercial for woodshop and storage units.
Donna and I have thought over Alderman Gray’s proposal given in a meeting at 10:30 am, on February 24, 2023 Present: Alderman Gray, Marcel Packett and Mr. Tom Norris. I discussed the same problems that I had found after a FOIA for all Council and Zoning Actions from 1992 to Current, I discussed some of these during our Special Meeting on our rezoning of our property but these issue’s got skirted, so on Wednsday February 23, 2023 the Mayor came to me at the Wagon Wheel and wanted to discuss these issues. I pointed out many to him as I did also with Alderman Gray on the 24th.
Alderman Gray offered a proposal of allowing us Light Industrial with the Setbacks of 10’ as is General Commercial CG. We also discussed the council fix these major infractions in the zoning and Council actions over the years and become a Transparent Government moving forward for the Tax Paying Constituents that Elect them to do so. We All Agreed!
By 12:00 Noon on February 24th, 2023 I received a call from Dawn Collision about her property at 355 E Tremont. She proceded to explain to me what has happened to her and Stewart Ladage Since her home caught Fire During the COVID-19 Pandemic. She explained over the phone that the Mayor sent them both certified letters beginning in 2021 giving them 15 days to clean up the property after her fire or be fined $750.00 a day for every day after. She hired an excavating contractor who removed the home and filled in the basement Etc. however, the contractor she hired left part of the breezeway extending off the garage and the electrical wires that ran from the house out to the garage drapped over one of the walls. Now Mind You, The house is gone, and there are no power lines whatsoever running to the property! Months had passed and low and behold. The Chief of Police serves her with a Summons.
I will stop here and allow Ms. Collison to Speak on her behalf because at No time would any Alderman would listen to her plea’s nor address any of her concerns and one Alderman Baines lives 2 doors up from said property. However after a few court appearances One Alderman reached out to her in messenger inquiring what her asking price for said property might be?
With that Said, Donna and I have decided to respectfully and gracefully Decline Alderman Grays Proposal offered to us on the February 24th 2023 meeting. We realize with the zoning regulation if our property is not rezoned we have to wait an entire Calendar Year before we can re-apply for rezoning.
This will give you City Council time to correct the infractions I presented to you, possibly rehire new zoning board members? And this will give the Mrs. And I time to get our woodshop completely up and running and start putting away funds to build our Storage Units , getting the property surveyed, ground worked, and setbacks in place. We are Still Demanding to be Rezoned as Mr. Bob & Brenda Barbee accept with 10’ setbacks as I know Bob’s East setback to my old property is only 6’ as is Ron Fishers Ayres Street Apartments!
This Woman’s BF was and did get home on March 1, 2023 and she and her Attorney wanted her issues in court completed before hand.
