California's auditor says top University of California administrators hid $175 million from the public and lawmakers in a secret reserve fund even as the UC raised tuition and asked the state for more funding.
In a scathing report released Tuesday, Auditor Elaine Howle says the office of UC President Janet Napolitano created an undisclosed budget over four years to spend the hidden money with little or no oversight.
"We've been having this battle with non-resident students, overseas students taking spots for California families, UC should be for Californians," Assemblyman Kevin McCarty, D-Sacramento, who requested the initial audit, said. "And here we are sitting with this pot of money hidden under the desk over here that we could be using for Californians."
On the other end of the aisle, Assemblyman Kevin Kiley, R-Roseville, said in a statement reponding to the audit that the university's most recent tuition hike "should be reversed." The university approved a 2.5 percent tuition increase in January.

The audit also found that the president's office spent at least $8.2 million reimbursing staff for lodging and meals. Expenses included one employee staying at a hotel that cost more than $350 a night. And there were reimbursements for a theater ticket and limousine services as well.
More than $21.6 million was spent on employee benefits. Here's the breakdown, according to analysis from the State Auditor:

Napolitano denies the audit's claim. She argues the true amount of money in reserves is $38 million, which accounts for 10 percent of the organization's operating and administrative budget. She said that's a modest amount to stash away for unexpected expenses such as the need to respond to cybersecurity threats.
She said the audit unfairly mischaracterizes her office's budget processes and practices.
The audit recommends that the state Legislature appropriate money to the president's office and that an independent third party help monitor a corrective plan for the "many" issues addressed in the report.
Meanwhile, McCarty said a hearing on the audit is scheduled for next week.
