Yup, it's happened to me. Sent a PIB box a couple of years ago and after the initial acceptance, didn't get a single notice until it was delivered, then I got all the in-between notifications.

I sent a PIB to Illinichaser once, the label some how "fell off" the package, and got returned to me two weeks later.

Had to repack the box with fresh smokes then take it to a different post office.
